The candidates for the election of the Commissioner for Human Rights (Ombudsman) have been nominated to the Parliament by the President of the Republic of Azerbaijan

Under Item 14 of Article 109 of the Constitution of the Republic of Azerbaijan and Article 4.3 of the Constitutional Law of the Republic of Azerbaijan “On the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan”, the President of the Republic of Azerbaijan, His Excellency Mr. Ilham Aliyev, nominated the candidacies of Sabina Yashar gizi Aliyeva, Jeyhun Yasinali oghlu Garajayev, and Elshana Rafig gizi Veliyeva to the Parliament of the Republic of Azerbaijan for the election of the Ombudsman on October 22, 2026.

At the meeting of the Parliamentary Committee on Human Rights of the Republic of Azerbaijan held on October 30, 2026, information was provided on the activities and work experience of all three candidates in the field of the protection of human rights and freedoms. All three candidates were heard, and discussions were held by the deputies. Subsequently, the candidates nominated by the country’s President for the election of the Ombudsman of Azerbaijan were recommended for consideration at the plenary session of the Parliament.
