A staff member of the  Ombudsman Office attended a seminar focused on the development of the probation service


Parvin Rahimov, an employee of the  Department for Prevention of  Torture at the Ombudsman Office, attended a seminar on "Development of the Probation Service in Azerbaijan and the Dutch Experience".  

Among others, the Ambassador of the Kingdom of the Netherlands to Azerbaijan, Pauline Eizema, and the Rector of the Justice Academy, Rovshan Ismayilov were delivered remarks. Discussions focused on the development of the probation service and Dutch best practices, as well as fostering cooperation among public authorities, the judiciary, national human rights institutions, and civil society.  

The Chief of the Probation Service of the Ministry of Justice, Vugar Aghayev briefed on about the development of the Probation Service's Strategic Plan, focusing on its core priorities, success factors, and associated risks.  


During the session, the representative of the Ombudsman Office detailed the activities carried out under the National Preventive Mechanism mandate. The presentation covered the humanization of penal policy, the social reintegration of former prisoners, and measures taken to eliminate stigmatization and discrimination. Furthermore, the representative emphasized the significance of aligning the Strategic Plan with a human rights-based approach and submitted corresponding recommendations.
