The Commissioner for Human Rights (Ombudsman) of Azerbaijan, Sabina Aliyeva, together with the Members of the National Preventive Group carried out a monitoring visit to the Temporary Detention Place and Investigation Isolator of the State Security Service.
During the visit, the conditions of the detention and the provision of rights related to nutrition, food supply, medical care, outdoor exercise, visits, and telephone communication, as well as issues concerning treatment, were assessed. The re-organized visiting rooms and cells were inspected.
Some group of accused, including those accused of crimes against peace and humanity, war crimes, terrorism, financing of terrorism, and other serious crimes under the Criminal Code of the Republic of Azerbaijan, were interviewed in private in order to assess the treatment issues.
The interviewed persons were explained their rights, the requirements of the relevant legislation, the Ombudsman’s competences, and the application procedure through the “916” Call Center of the Ombudsman.
In conclusion, discussions were held with the management of the TDP and II about the overall activities, and recommendations were made in accordance with international and national legal frameworks.
