In the 2024 annual report, the Ombudsperson of Azerbaijan recommended extending the package of health services covered by compulsory health insurance and taking the necessary actions to ensure that persons receiving outpatient treatment within the framework of these services are provided with medicines prescribed to them under this insurance package, in order to ensure the effective protection of the right to health.
Based on this recommendation, the Cabinet of Ministers of Azerbaijan took a number of decisions about the regulation of medication supply in order to improve the situation with the provision of the people with medicines and strengthen transparency and financial stability in the health insurance system.
Thus, new regulations define the normative framework for a mechanism for the provision of available medicines for citizens receiving outpatient treatment (at home) through mandatory health insurance. The compensation mechanism for medicines through mandatory health insurance in the regulations. The criteria for inlcluding and excluding those medicines from a Service package were defined.
This positive development is a significant step toward the formation of legal and administrative foundations of the medication supply system.
