The protection and promotion of the rights of the vulnerable groups of the population is being kept under the attention of Sabina Aliyeva, the Human Rights Commissioner.
During “Human Rights Month,” announced by the Ombudsman, the members of the National Preventive and Independent Monitoring Mechanism implemented a monitoring visit to the Shelter and Social Rehabilitation Institution for Persons from Vulnerable Population Groups of the Social Services Agency under the Ministry of Labor and Social Protection of Population.
The purpose of the visit, organized in compliance with the requirement of the OPCAT and the Constitutional Law on the Ombudsman, was to investigate the detention conditions, ensuring the rights of vulnerable groups of the population and documentation.
In the course of the monitoring visit, the treatment issues and the existing condition, the implementation status of recommendations made during the previous years, and documentation were inspected on the spot; private talks were conducted with the facility’s residents. They were broadly informed of the Ombudsman’s competences, and they were presented educational printed materials.
At the end of the monitoring visit, an educational conversation with the management and staff of the social service facility held, where appropriate recommendations for further improvement of the documentation were made.
