Within the Ombudsman’s independent monitoring mechanism (IMM) mandate for the promotion and monitoring of the implementation of CRPD, the accessibility of infrastructure for persons with disabilities in central part of Baku was monitored, and a report on the findings was prepared.
During the site visits, the accessibility of the existing infrastructure was assessed at the Seaside National Park and two major commercial facilities located within it, as well as in the surrounding areas of the Maiden Tower, Fountains Square, Khagani Garden, and Azneft Square.
To assess thoroughly the accessibility of various facilities, inspections were carried out of public transport, tourism, recreational, leisure, and entertainment infrastructure within the area, as well as underground and overground pedestrian crossings, public toilets, bus stops, lifts, traffic lights, and information boards installed for accessibility, along with relevant websites. Particular attention was paid to whether the needs of persons with mobility impairments, as well as those with visual and hearing impairments, were taken into account.
An NGO representative representing persons with disabilities was also involved in the monitoring carried out by the Ombudsman’s IMM members.
The monitoring revealed that although many facilities had ramps, some did not meet required standards, creating obstacles to the independent use of infrastructure by persons with disabilities.
The report presents the monitoring findings, including documented facts, photographs, an analysis of the existing legal obligations in this area, and a number of recommendations. The Ombudsman requested the relevant authorities to address the identified issues.
The Ombudsman regularly issues recommendations on ensuring the accessibility of infrastructure for persons with disabilities, and such monitoring is ongoing.
